摘要:
安全生产监督管理是一项庞大复杂的系统工程,涉及到众多利益主体,过度依赖政府单一的安全监管模式已经无法解决安全监管长期存在的难题。要搞好安全生产工作,提高监管绩效,就必须要联动行业协会、企业、中介机构、工会组织、大众媒体等多元社会力量共同参与、协作配合。根据协同理论的科学原理,从法律制度、组织、信息、资源四个协同要素方面,尝试性地构建了协同合作的安全监管机制,这是对我国传统监管体制的改革和创新,为切实提升监管水平提供了新思路和方向。
Abstract:
Safety production supervision is a large and complex system, involving many stakeholders. The safety regulation mode of overreliance on the single government is unable to resolve the longterm problems of safety supervision. To improve work safety and supervision performance, it is necessary to mobilize diverse social forces such as industry associations, enterprises, intermediary organizations, labor union, and mass media to participate, cooperate and coordinate. For this purpose, based on the scientific principles of synergetics, a collaborative safety supervision mechanism was established from the aspects of legal system, organization, information and resources. It is the reform and innovation of our traditional supervision system, and provides new idea and direction for enhancing regulatory efficiency.
