摘要:
我国煤矿安全管理体制经历数次改革,在借鉴国外发达国家先进经验基础上,国家煤矿安全监察采取了“国家监察、地方监管、企业负责”的模式,国家煤矿安全监察实施垂直管理,承担着保障煤矿在安全环境下进行的重要使命,目前,这种模式对有效遏制重特大事故发生,确保煤矿生产安全起发挥了良好而积极的作用。伴随市场经济的不断发展,国家对煤炭能源的依赖程度日益增加,煤矿开采量大幅提升,煤矿安全监管的任务更加艰巨,责任更加重大。文中对比和借鉴新形势下国内外多样化的煤矿安全监管模式,在大部制改革背景下,探索提出进一步捋顺煤矿安全监管监察职能,提高效率的建议。
Abstract:
hina's coal mine safety management system has several different forms, on the basis of learning from the developed countries’ advanced experience, China coal mine safety supervision takes the “national for supervision, locals for regulatory, enterprise for responsibility "mode, the national supervision organization takes the vertical management method for coal mine safety . This organization undertakes an important mission to protect the coal mine producing in a safe environment. Currently, this model effectively curb serious accidents occurred, play an important and positive role to ensure the safety of coal production. Accompanied by the continuous development of market economy, the country's dependence on coal energy is increasing significantly which enhance the amount of coal mining; coal mine safety supervision faces more and more difficult, even greater responsibility. This paper compares and learns from the foreign countries’ coal mine safety supervision mode, the different institutional functions and agency staffing, analysis some significant problems existing in the current China coal mine safety supervision system. Under the background for superministry system reform, the author gives some suggestion on supervision functions rationalization, improving the efficiency and so on.
