摘要:
针对我国安全生产风险集中于部分行业与企业、安全生产监管力量相对不足、安全生产监管方式粗放等问题,利用分类管理的理论建立了一套分级监管模型。企业监管级别的划定以企业风险水平、违法记录、监管间隔评估为基础;分级监管的差异化通过监管频次、覆盖率和单次监管所需工作日来体现;结合监管实际,建立了一套分级监管参数优化程序,实现监管能力和监管需求的良好匹配。该模型可用于指导各地区实施分级监管策略,对提升我国安全生产监管工作针对性、科学性、计划性及实现监管力量的优化配置具有重要的价值和意义。
Abstract:
Aimed at work safety risk converging on some industries or enterprises, the relative lack of supervision forces and extensive supervision methods, a grading supervision model of work safety in enterprises is founded ABC classification. Supervision levels for enterprises are measured on the basis of risk assessment, illegal records and supervision interval. Differentiation supervising strategy embodies in supervision frequency, supervision coverage rate and days required for a single supervision. In order to attain supervision capacity in accord with supervision requirement, a parameter optimization program is founded in consideration of the actual supervision situation. This model acting as a guide on the implementation of grading supervision strategy for local governments can be of great value and significance to promote a new scientific, pointed, planned and resources optimized supervision pattern.
