摘要:
基于我国航空工业安全生产标准的现状,探讨了航空工业安全生产标准体系的编制原则和思路,通过资料搜集、行业调研、体系框架构 建等过程,建立了具有标准类型、体系层次、专业分类三维界面结构的航空工业安全生产标准体系,划分为基础通用、安全管理和安全技术3个 子体系、5个级别层次、35个专用分支。同时,设计了航空工业安全生产标准明细表,纳入了200余项相关标准和建议制修订行业标准,分析了 建议制修订标准的必要性和可行性,并提出了下一阶段首先需要制订的航标重点项目。该体系体现了我国航空工业安全生产的特色,具有一定 的必要性和适用性,对于工业领域尤其是国防军工行业安全生产标准化建设的发展以及标准体系的建立具有一定的促进意义和参考价值。
Abstract:
Based on the status of aviation industry work safety standards, this study discussed the principles and ideas for the compilation of aviation industry work safety standard system. By the process of data collection, industry research and system framework construction, the work safety standard system of aviation industry that has a three-dimensional interface structure including standard type, system level and profession classification was built, which was made up of 3 sub-systems: general classification, safety management and safety technology, 5 level hierarchies, 35 specific branches. Besides, this paper designed the standard list form of aviation industry work safety standard system, added more than 200 relevant standards and recommended developing and revising industry standards, analyzed the necessity and feasibility of the proposed standards, and listed work safety fundamental management top-level standards and typical work safety technology standards that were quite urgent needed according to the status of aviation industry enterprises as well. This system reflects the characteristics of domestic aviation industry work safety, which has a certain necessity and applicability. For the development of work safety standardization and the establishment of work safety standard system in industrial field, especially the national defense industry, the research result of this study has a certain promotion significance and reference value.
