摘要:
危化品车辆监控和应急救援是政府监管部门和企业保证危化品公共安全的重要工作之一。针对危化品车辆事故频发的严重形势,指出我国在危化品车辆监管方面存在的技术难点问题,提出了结合定位技术,地理信息技术和多传感器信息融合技术,建立基于位置服务的危化品车辆监控与应急联动系统的设想。该系统在提升在途车辆位置感知精确度、保证化学品状态参数实时监控以及场站货物装卸和存放位置管理等方面有显著的优势;事故状态下,该系统基于多方应急联动机制,能够利用事发周边应急资源、敏感信息的查询预警等增值服务功能,提高危化品车辆事故信息预警和应急处置的时效性,具有良好的应用前景。
Abstract:
The monitoring and emergency rescue on hazardous chemicals vehicles is an important work of government regulators and enterprises to ensure public safety of hazardous chemicals. Aiming at the serious situation on frequent occurrence of hazardous chemicals vehicles accidents, the issue of technical difficulties in supervision of hazardous chemicals vehicles were pointed out. The assumption of establishing a monitoring and integrated emergency response system for hazardous chemicals vehicles based on location-based services was put forward, with combining the location positioning technology, geographic information technology and multi-sensors information fusion technology. The system has significant advantages in improving the location-aware accuracy of in-transit vehicles, ensuring the real-time monitoring of chemical state parameters, and management of cargo handling in the station and storage location. In case of accident condition, the system has outstanding application prospects based on multiparty integrated emergency response mechanism. It is able to take advantage of the value-added services function such as inquiring surrounding emergency resources and warning sensitive information to improve the time effectiveness about information early warning and emergency response in hazardous chemicals vehicles accidents, and the system has good application prospect.
