摘要:
为进一步完善我国非煤矿山安全生产标准体系,基于中美非煤矿山标准体系现状研究,分析我国非煤矿山标准体系存在的问题,并基于我国国情探讨构建中国特色非煤矿山安全生产标准体系的重要意义;明确构建中国特色非煤矿山安全生产标准体系的总体思路,立足于顶层设计,全面阐述中国特色非煤矿山安全生产标准体系结构“横向”与“纵向”的要求。结果表明:从规划、管理、制度、投入等方面制定保障措施,可为我国非煤矿山标准体系建设的科学合理发展指明方向。
Abstract:
In order to further improve the work safety standard system of noncoal mine in our country,based on the research on the current status of noncoal mine standard system in China and the United States,the existing problems of noncoal mine standard system in China were analyzed,and the significance of constructing the work safety standard system of noncoal mine with Chinese characteristics was discussed based on China’s national conditions.The overall idea of constructing the work safety standard system of noncoal mine with Chinese characteristics was clarified,and based on the toplevel design,the "horizontal" and "vertical" requirements for the structure about the work safety standard system of noncoal mine with Chinese characteristics were comprehensively expounded.The results showed that the guarantee measures should be formulated in terms of planning,management,system and input.It points out the direction for the scientific and rational development of constructing the standard system of noncoal mine in our country.
