摘要:
基于国家安全生产监督管理总局网站事故案例数据库，对我国2001～2013年间危险化学品企业所发生的较大以上等级的事故进行了系统、全面地分析和研究。采用数理统计的方法,从事故的发展趋势、人员伤亡情况、事故类型、事故发生月份和时间段、发生区域等方面, 对危险化学品企业事故进行了分析，探索危险化学品企业事故的发生特点和规律，并从提高工艺本质安全、健全安全监管体系、加强事故应急处置以及健全事故报告和统计体制等方面提出了预防和控制危险化学品企业事故的对策建议。
Abstract:
Based on the accidents database in the governmental website of the State Administration of Work Safety, the accidents of dangerous chemicals enterprises from 2001 to 2013 with larger and above grades level in the consequences severity were analyzed and studied systematically and comprehensively. From the aspects of the developing tendency of accidents, casualties, accidents types, month, time periods and regions of occurrence etc., a deep and systematic analysis was made by using mathematical statistics method to reveal the inherent characteristics and laws of typical accidents in the dangerous chemical enterprises. Finally, some countermeasures and suggestions on preventing and control of the accidents in the dangerous chemicals enterprises were provided from the following aspects: improving the process inherent safety, completing the safety supervising system, strengthening the accident emergency treatment and perfecting reporting and statistics system of accidents.
