摘要:
全从全球化学品统一分类和标签制度背景出发,结合我国危险化学品登记数据的实际情况,对危险化学品登记数据在化学品安全监管及事故应急救援中的应用方式进行了研究。通过分析,提出基于地理信息系统的危险化学品数据平台建设、相关行业分析、危险化学品专业性分析三种应用方式,并指出危险化学品登记数据在应用过程中将面临新旧登记数据不易有效衔接、登记数据地理信息系统开发存在安全隐患、登记数据尚不能满足安全监管需求等问题。针对所述问题,提出加快危险化学品登记后续配套平台建设,同时将登记数据与各地安全监管系统或应急救援系统进行衔接,实现登记数据与安全监管相关信息的有效联动。球化学品统一分类和标签制度(GHS);危险化学品;登记;地理信息系统(GIS)
Abstract:
Concerning about the actual situation on registration data of hazardous chemicals, applications of registration data under the Globally Harmonized System of Classification and Labeling of Chemicals (GHS) background in chemical safety supervision and emergency rescue were studied. Three application modes were proposed by analyzing hazardous chemicals based on GIS data platform, related industries analysis and hazardous chemicals professional analysis. Meanwhile, it was pointed out that the registration data of hazardous chemicals in the application process will face with the old and the new data not easily and effectively convergence , registration data based on GIS system have potential safety hazard and registration data can not meet the demands for safety supervision .To solve the problem, it was proposed to speed up the construction of followup registration hazardous chemicals platform, while link the registration data with safety regulatory system or emergency rescue system ,and make effective interaction between the registration data and safety regulatory information.
