摘要:
为解决中小企业安全生产治理困境，以行动者网络理论为分析框架，在对相关主体参与动因、目标、功能和障碍分析的基础上，构建中小企业安全生产协同治理的行动者网络，提出协同治理路径，设计中小企业安全生产多元监管机制、社会化服务机制和供应链治理机制。研究结果表明：中小企业安全生产治理需要相关利益主体协作，发挥多元监管推力和多样服务拉力的共同作用。研究结果可为政府应急管理部门加强安全生产治理提供理论指导。
Abstract:
To solve the dilemma of work safety governance in small and medium-sized enterprises,taking the actor network theory as the analytical framework,an actor network for collaborative governance of work safety of small and medium-sized enterprises was constructed based on analyzing the motivation,goal,function and obstacle of the participation of relevant subjects.The collaborative governance path was proposed,and the multiple supervision mechanism,social service mechanism,and supply chain governance mechanism for the work safety of small and medium-sized enterprises were designed.The research results show that the governance of work safety of small and medium-sized enterprises requires the collaboration among relevant stakeholders to give full play to the joint role of multiple supervision thrust and multiple service pull.The research results can provide theoretical guidance for the governmental emergency management departments to strengthen the work safety governance.
