摘要:
为探讨当前城市应急能力评估研究开展的难点及不足,梳理2019—2023年国内外有关城市突发事件应急研究成果,通过剖析评估指标体系构建存在的难点,提出1~3级指标构建维度及指标筛选的必要性,总结归纳各类评估方法与评估模型的优缺点及适用情况,阐述软件平台开发的研究进展。研究结果表明:当前城市应急能力评估存在指标体系分散、可操作性差、评估模型缺乏普遍性等问题。研究结果可为城市应急能力评估工作的开展提供参考。
Abstract:
In order to explore the difficulties and shortcomings of current research on urban emergency capability assessment,the research achievements of urban emergency at home and abroad in the past five years were summarized.By analyzing the difficulties in constructing the assessment index system,the necessity of constructing dimensions and screening for first to third level indexes was proposed,then the advantages,disadvantages,and applicability of various commonly used assessment methods and models were summarized,and the research progress of software platform development was elaborated.The results show that the current assessment of urban emergency capacity has the problems of dispersed index systems,poor operability,and a lack of universality in assessment models,etc.The results can provide reference for the work of urban emergency capability assessment.
