摘要:
安全既来源于社会经济发展的需要,又受社会经济发展状况的约束。从安全投入促进经济增长、在经济合理增长的同时要保持适度的安全水平两个角度出发,分析了安全投入与经济增长的辩证关系。以安全经济效益和亿元GDP死亡率两个指标进行评价,定量分析了安全投入与评价指标间的关系,并在重庆市安全状况的基础上,进行了实证分析。其结果在一定程度上表明了安全投入与经济增长具有辩证的关系,充分实现安全与社会经济的“本质协调”,对政府进行安全投资决策具有科学的指导意义。
Abstract:
Safety is derived from the demand of social economic development and is restricted by the condition of economic development. Based on the view of safety investment promoting economic growth and maintaining a moderate level of safety in economic proper growth, the dialectical relationship between safety investment and economic growth was analyzed. Its evaluation indexes ncluded the economic profit from safety investment and the mortality per one hundred million yuan GDP. The relationship between the safety investment and the evaluation indexes was analysed quantitatively. Based on the safety situation of Chongqing, the empirical analysis was made. The result in a certain level showed the dialectical relationship between safety investment and the economic growth, which realizes that the "nature coordination" between safety and social economy is necessary. What's more, it has scientific significance for the government to make a decision on safety investment.
