摘要:
城市的经济社会发展应建立在人民群众的生命健康与安全有可靠保障的基础上,这是安全发展、科学发展的必然要求。近几年来,一些大中城市以建设安全保障型城市为目标,开展了贯彻落实“安全发展”理念、创新安全生产工作模式的有益探索。主要针对安全保障型城市的内涵与建设内容、安全保障型城市发展规划定位、安全保障型城市评价指标体系构建等问题进行了初步探索,重点介绍安全保障型城市评价指标体系的构成、有关主要综合性指标的测算方法等,对于开展安全保障型城市建设、城市安全规划编制技术方法研究和应用等具有一定的参考意义
Abstract:
Constructing the safety and security city is another innovation of safety control in the last three years. It would take comprehensive and systematic effort to construct the safety and security city. There are a number of large and medium sized cities which have carried out the business. In this paper, a preliminary exploration for the meaning and contents of the safety and security city, urban safety planning method, and the index system of safety and security city was conducted, focusing on the composition of the index system of safety and security of urban safety planning, and the main index calculation method. The content of this study would give some references for other cities to carry out safety and security city construction, or urban safety planning technology and methods research.
