摘要:
本文对国内外事故行动计划的研究进展进行了系统性总结,分析了含硫气田井喷事故发生的原因以及特点。结合我国现行的事故应急工作体系,将事故行动计划应用在含硫气田井喷事故应急工作中,提出了针对含硫气田井喷事故的事故行动计划编制方法,建立了包括现状分析、设立事故目标、确定应急组织体系和职责、制定应急处置措施、调配应急资源、开展评估与监控在内的含硫气田井喷事故行动计划编制技术体系。事故行动计划的制定与实施,可有效提高含硫气田应急工作的针对性和指导性,对含硫气田井喷事故应急工作具有重要作用。
Abstract:
Blowout may be one of the most harmful incidents which usually occurred in nature gas well involving hydrogen sulfide,and which often happen both in China and other countries.By summarizing the research progress of developing incident action plan in China and some foreign countries,the forming courses and major characters of blowout incident were analyzed.Integrating the current incident management system of our country,a useful method that develop incident action plan for blowout incident which usually occurred in nature gas well involving hydrogen sulfide was presented.In order to develop the incident action plan,the main steps were also put formard,which included current status analysis,establishing an aim of blowout incident,forming the emergency organization and define the responsibilities,developing the emergency response and handle measures,arranging and deploying the emergency resources,monitory and evaluating the implement results and effects of incident action plan.By developing and implement this kind of incident action plan,the emergency management work of blowout incident which occurred in nature gas well involving hydrogen sulfide,would be more targeted and effective.The incident action plan could also be used in some other emergency filed,and which may play a very important role in the emergency management work.
