摘要:
通过对镇江国际化工园区重大危险源监管体系的分析，着重对重大危险源监管信息系统的建设方案和总体框架进行了研究。整个系统以安全生产监管部门和公安消防部门在重大危险源日常监管和应急救援时的职责为依据，以重大危险源的事故预防和应急救援所需要的信息为对象，系统包括GIS系统、数据库管理系统、客户端程序、后台信息处理程序等部分组成，利用该系统企业能随时向有关部门申报有关重大危险源的信息，政府有关部门能向重大危险源所在企业下达监管信息，在重大危险源发生事故时能为有关部门组织救援提供信息支撑，同时政府各部门之间能实现信息共享。
Abstract:
Through the analysis of supervisory system for major hazard in International Chemical Park of Zhenjiang，this paper focused on the research of construction scheme and overall framework of MIS for major hazard administration. The supervisory system consisted of GIS, database management system, client procedure and background information processing. It taken the desired information of accident prevention and emergency rescue of the major hazard resources as research object，based on the responsibility of the safety supervision department, public security and fire department for daily supervision and emergency rescue of the major hazard resources.The system was applied to dictate supervision information to enterprise in which major hazard lie，by the departments concerned in the government. By the application of this system，the enterprise can declare information about the major hazard to related departments at any time. In addition,the system is contributed to provide information support for related departments and to realize information resource sharing among various government departments while accidents happen.
