摘要:
为明晰国防科技工业安全生产监管中应急管理部门与武器装备科研生产单位(以下称军工单位)的博弈关系,基于演化博弈理论构建国防科技工业安全生产监管博弈模型。探讨国防科技工业安全生产监管博弈系统均衡点的局部渐进稳定性,采用数值仿真分析应急管理部门与军工单位策略选择的动态演化轨迹,探究国防科技工业安全生产监管机制的影响因素。在此基础上,从推进综合监管与行业监管衔接、丰富新型监管措施、加强行业安全管理体系建设与优化事故责任追究和举报制度提出对策建议。研究结果表明:提升协同监管效率、联合惩戒强度、安全管理投入力度与事故责任追查强度均可提升军工单位选择安全科研生产策略的概率。研究结果可为优化国防科技工业安全生产监管策略、提升国防科技工业安全生产监管效能提供理论参考。
Abstract:
In order to clarify the game relationship between emergency management departments and military units in the work safety supervision of defense-related science and technology industries,a game model of work safety supervision for the defense-related science and technology industries was established based on evolutionary game theory.The local asymptotic stability of equilibrium points in the game system of work safety supervision in the defense-related science and technology industries was discussed,then the numerical simulation was used to analyze the dynamic evolution trajectories of strategy selection between emergency management departments and military units,and the influencing factors of work safety supervision mechanism in the defense-related science and technology industries were explored.On this basis,the countermeasures and suggestions were put forward from promoting the connection between comprehensive supervision and industry supervision,enriching new supervision measures,strengthening the construction of industry safety management system and optimizing the accident responsibility investigation and reporting system.The results showed that improving the efficiency of collaborative supervision,the intensity of joint punishment,the intensity of safety management investment and the intensity of accident responsibility tracing can improve the probability of military units in choosing the safety research and production strategies.The results can provide theoretical reference for optimizing the supervision strategy and improving the supervision efficiency of work safety in the defense-related science and technology industries.
