摘要:
为弥补政府应急物资库供应能力不足,提升救灾物资供应时效、种类和能力,提出协议供应商参与的多供应主体模式,并基于此构建考虑配送中心爆仓和灾区道路损坏的不确定因素的物资供应双层优化多阶段多目标模型,采用NSGAⅡ算法和CPLEX求解器,通过算例验证模型的有效性。结果表明:多主体供应模式不仅可增加应急物资储备的种类和数量,实现可持续物资供应,而且在不确定因素影响下,可通过直送和缓送的方式满足物资供应需求,较传统储备库供应模式有明显优势。
Abstract:
In order to make up the insufficient supply capacity of governmental emergency material storehouse, and improve the supply time efficiency, type and capacity of relief material, a multiple supply subjects mode participated by the agreement suppliers was put forward. On this basis, a bilevel optimization multi-stage and multi-object model of material supply was constructed considering the uncentain factors including out of stock in distribution center and road damage in disaster area. The effectiveness of the model was validated by an example using the NAGSⅡalgorithm and CPLEX solver. The results showed that the multiple supply subjects mode can not only increase the storage amount and type of emergency material, so as to achieve the continuable material supply, but also satisfy the material supply requirements by the way of direct delivery and suspended delivery under the influence of uncentain factors. It has obvious advantages compared with the traditional reserve storehouse supply mode.
