摘要:
为提高应急物资在各类型突发事件应急救援活动的使用有效性和调度准确性,结合石油石化企业突发事件应急物资现状,以井喷失控、火灾爆炸、水域溢油等7类多发突发事件的116起典型案例为基础,对突发事件发生时,具有跨区域调度需求的重点应急物资进行了分类研究。创建5大类、21中类、66种产品的重点应急物资分类目录,并将重点应急物资类别与多发突发事件类型进行了匹配分析。以企业应急救援工作实际情况为依据,研究建立了包括分类属性、基础属性、存储属性、特性参数、适用条件等5方面信息的重点应急物资数据存储关键属性参数构架,以期为应急物资的科学管理、准确调度、高效实用提供技术支撑。
Abstract:
In order to improve using effectiveness and dispatching accuracy of emergency resource in emergency rescue activities, considering the actuality of emergency resource using in petroleum emergency incidents, and based on 116 typical cases of uncontrolled blowout, fire, explosion, oil spill, etc, the categories of important emergency resource with a cross regional dispatching demand when incident occurs were researched, and the matching analysis of key emergency resource type with the incident types that often happen was conducted. A classified catalogue including 66 emergency resources and a key attribute parameters system including messages of 5 fields were set up based on actuality of emergency rescue activities.
