摘要:
为了保证在重特大突发灾害发生后,及时、有序、充足地保障生活必需品应急物资的供应。通过调研典型突发事件在应急物资准备、响应、恢复阶段存在的问题,分析原因,提出了生活必需品应急保障标准体系的构建原则、框架组成,并阐述了体系要素之间的关系。提出生活必需品应急保障标准体系分为通用、准备、响应和评估四个组成部分,由术语和定义、应急标志、物资储备等16个核心要素构成,按照层次性原则将要素分布在四个层级上,并对16个核心要素的主要内容做了阐释。
Abstract:
The main objective of this study is to ensure timely, orderly, and adequately supply necessities emergency after major disaster. Based on the investigation on the problems of emergency materials preparedness, response, and recovery in typical emergency events, the reasons were analyzed and the principle and framework of the construction for standard system of emergency necessities security. The relationships among elements of the system were also expounded. There were four sections in standard system of emergency necessities security including general, preparedness, response and evaluation and it consisted of 16 core elements covering terms and definitions, emergency signs, supplies, etc. According to the levelprinciple, the 16 core elements were distributed on the four levelsections, and the main contents of the core elements were explained.
