摘要:
为完善应急救援装备体系,提升应急救援装备在灾场上的应急效能,在梳理应急救援装备体系现状的基础上,分析影响应急装备在灾场上功效发挥的重要要素,提出应急救援装备系统体系构建理念,解析应急救援装备系统体系中应急装备、装备标准、装备配备、实训演练、装备技术和装备管理等6大要素的建设要点。基于“双循环机制”,提出应急救援装备系统体系构建方法。以绵阳市暴雨洪涝山洪灾害为场景,阐述应急救援装备系统体系的构建过程,验证应急救援装备系统体系构建的科学性、合理性和可行性。研究结果可为建立与新形势应急救援需求相适应的装备系统体系提供科学指导和实践参考。
Abstract:
In order to improve the system of emergency rescue equipment and enhance the capability of emergency rescue equipment to respond to disasters on the disaster site,on the basis of sorting out the current situation of emergency rescue equipment system,the important elements affecting the effectiveness of emergency equipment on the disaster site were analyzed.The construction concept of emergency rescue equipment system was put forward,and the construction key points of six elements in emergency rescue equipment system,such as emergency equipment,equipment standard,equipment configuration,practical training exercise,equipment technology and equipment management,were analyzed.Based on the “dual circulation mechanism”,the construction method of emergency rescue equipment system was proposed.Taking the rainstorm,flood and mountain flood disasters in Mianyang city as the scene,the construction process of emergency rescue equipment system was illustrated,and the scientificity,rationality and feasibility of the construction of emergency rescue equipment system were verified.The research results can provide scientific guidance and practical reference for the system establishment of equipment system adapted to the needs of emergency rescue in the new era.
