摘要:
以镇江市安监局提供的应急救援预案申报、应急预案演练和培训、预案修订和互助协议签订、应急救援设备物资台账等21项指标调研数据为基础,根据数理统计的相关方法,对调研数据进行统计和分析。通过分析发现,国有企业、三资企业和外资企业在企业预案衔接和企业互助协议签订方面仍有欠缺;私营企业在应急救援建设方面相对薄弱,集中体现在应急教育不专业、不具体;应急演练不规范、不全面;缺乏预案修订和应急物资检查制度等。根据调研中发现的问题提出企业园区化建设的方法,利用园区管理的集中性和统一性,将应急救援技术政府外包,以提高企业应急救援能力。
Abstract:
Base on the research data of 21 indicators provided by Security Administration of Zhenjiang,,such as the declared emergency plan,the drills and training of emergency preplan,the plan amendments and mutual assistance agreement,the emergency rescue equipment and material parameter and other supplies ledger according to the related mathematical statistics methods,the research data were analyzed.The results showed that state-owned enterprises,foreign-funded enterprises and enterprises were still having a lack of convergence of business plan and business assistance agreement signed.The private sector in emergency rescue building was relatively weak,which embodied in that emergency education was not professional and general summary;emergency drills were not standardized,relatively small;lack of plan amendments and emergency supplies such as inspection system.According to issues identified in the research,the establishment of business parks was proposed,taking the advantage of management focus and unity of the park,government outsourcing the emergency rescue technology and improving emergency response and rescue capabilities could be achieved.
