摘要:
通过对新中国成立以来大量事故统计相关原始制度、报表的检索分析,以1956年《工人职员伤亡事故报告规程》、1991年《企业职工伤亡事故报告和处理规定》、2007年《生产安全事故报告和调查处理条例》及其相关配套规章发布为主线,提出将我国生产安全事故统计工作的进程划分为4个阶段,并梳理形成30余项关键法规文件列表;从事故统计覆盖范围、事故信息登记、报送和统计模式、事故统计事项等方面进行深入分析,总结不同阶段事故统计制度变革的背景及其特点,明确有关统计数据的口径范畴,以期为历史事故数据的统计应用及后续统计制度的优化完善,提供参考。
Abstract:
Through the retrieval analysis on the large amount of related original system and statements of work safety accidents in China since 1949, taking the Reporting Procedures for Casualty Accidents of Workers and Staff issued in 1956, Regulations on Reporting and Handling Fatal Accidents of Workers and Employees in Enterprises issued in 1991, Regulations on the Reporting, Investigation and Disposition of Work Safety Accidents issued in 2007 and the issuing of related regulations as the main line, it was put forward that the process of statistical work on work safety accidents in China from 1949 to 2018 should be divided into four stages, and the list of more than 30 key regulations and documents was hackled and formed. The indepth analysis on the coverage of accident statistics, the registration, report and statistics modes of accident information, the items of accident statistics and other aspects was carried out, and the background and characteristics of the evolution of accident statistical system in different stages were summarized, then the caliber scope of the relevant statistical data was clarified, so as to provide reference for the statistical application of historical accident data and the optimization of the following statistical system of work safety accidents.
