摘要:
借鉴软件开发过程能力成熟度模型(CMM),以高校突发事件应急管理过程为依据,构建应急管理能力成熟度模型,研究模型等级划分和特征及相应的关键过程域、关键实践,应用变权方法和模糊理论建立量化的能力成熟度等级测度方法。结合西部某高校突发事件应急管理现状,对其应急管理能力成熟度等级进行测度,结果表明方法合理、有效,可为改善和提升高校突发事件应急管理能力、促进应急管理体系高效化、系统化和规范化提供参考。
Abstract:
Based on study of campus emergency management capability using evaluation software of capability maturity model(CMM),a capability maturity model of campus emergency management was built and the capability maturity level and the responding level features,key process areas, key practices were analysed. At the same time, an evaluation model of capability maturity based on variable weight method and fuzzy theory was constructed. An example of a university in western area analysis showed the effectiveness and high reasonableness of the method.The result can be used as the guidance for improving universities campus emergency management capability and making emergency management system more efficiency, more systematic and more standard.
