摘要:
油库是储存易燃易爆油品的专用场所,雷电是油库安全生产的重大隐患,油库防雷已成为关系到经济建设、社会发展和人民生命财产安全的重大课题。针对目前我国油库雷击事故频繁发生的问题,在对大量事故资料研究的基础上,分析了油库雷击火灾爆炸事故的原因,指出雷电产生的火花引燃油气是导致油库火灾爆炸的主要原因。并重点从安全管理学的角度,运用事故预防与控制的"3E"对策,分别从安全技术、安全管理、安全教育三个方面探讨了油库雷击事故的预防与控制措施。
Abstract:
Oil depot is the special field for storing flammable and explosive oil.Lightning is the important hidden trouble of the safety production.Lightning protection of oil depot has relationship with economic construction,social development and people’s life and finances.At present,oil depot lightning accident occurred frequently.Aiming at this problem and based on large amounts of files about oil depot lightning accidents,this research analyzed the reason of lightning fire and explosive about oil depot.It is pointed out that lightning sparks the ignited gas is the main reason leading oil depot fire and explosion.At the same time,according to the theory of safety management,this paper uses the "3E" principle in the accident prevention and control,from engineering,enforcement and education,to discuss the measure about how to prevent and control the oil depot lightning accident.
