摘要:
本文提出了重大危机事件应急的3个关键科学问题,即:重大危机事件综合风险评估理论、重大危机事件动力学演化机制、重大危机事件中的个体与组织行为特征。对突发事件风险评估与管理理论、动力学演化机理、应急管理体系及组织行为、大规模人群管理与疏散等方面的国内外研究现状进行了全面评述。指出综合利用系统科学、管理科学、社会科学、工程科学等领域的理论与方法,深入研究上述三个关键科学问题,可为重大危机事件的预防、准备、应急处置提供科学理论基础。
Abstract:
In this paper, three key scientific problems of major crisis emergencies were proposed, including the comprehensive risk assessment theory, the emergency evolution dynamics, and the human and organizational behaviors. The current research progress in the fields of risk assessment and management, emergency evolution dynamics, emergency response system and organizational behaviors, human crowd safety management and evacuation were summarized in detail. A thorough research of these key scientific problems based on theories and methodology of system, management, social and engineering, could provide important scientific basis for prevent, prepare for, and respond to the major crisis emergencies.
