摘要:
针对城市安全生产风险评估问题,将区域灾害系统理论引入城市安全生产风险评估。从致灾因子-承灾体、孕灾环境、应急能力3个方面选取20个指标构建指标体系,建立城市安全生产风险评估物元可拓模型,并通过构建耦合协调度模型进一步研究致灾因子-承灾体、孕灾环境、应急能力3个城市致灾子系统间的相互作用关系,最后以某城市为例进行实例探讨。研究结果表明:该城市安全生产风险等级为一般风险等级,城市致灾因子-承灾体、孕灾环境、应急能力3个致灾子系统整体处于良好协调发展阶段;评估结果与该城市近年来安全生产情况总体符合,表明本文所构建的评估模型具有一定可行性与有效性。研究结果可为城市后续安全生产风险防控提供参考。
Abstract:
Addressing the issue of risk assessment on urban work safety,the regional disaster system theory was introduced into the risk assessment on urban work safety.An index system was constructed by selecting 20 indexes from three aspects of disaster-causing factors and disaster-bearing body,disaster-pregnant environment,and emergency capability.A matter-element extension model of risk assessment on urban work safety was established,and a coupling coordination degree model was constructed to further study the interaction relationship among the three urban disaster-causing subsystems of disaster-causing factors and disaster-bearing body,disaster-pregnant environment,and emergency capability.Finally,the case discussion was carried out by taking a city as an example.The results show that the risk level of work safety in this city is the general risk level,and the three disaster-causing subsystems of urban disaster-causing factors and disaster-bearing body,disaster-pregnant environment and emergency capability are in a good coordinated development stage as a whole.The assessment results are generally consistent with the work safety situation of the city in recent years,indicating that the assessment model constructed in this paper has certain feasibility and effectiveness.The research results can provide reference for the subsequent risk prevention and control of urban work safety.
