摘要:
为破解青藏高原东部汛期避险转移中“标准化技术理性”与“高海拔-多民族-游牧生计”复合场景的结构性适配矛盾,完善高原多民族地区灾害治理的理论与实践体系,整合风险社会理论与多中心治理理论,构建“结构-机制-结果”分析框架,提出“制度逻辑耦合度(institutional logic coupling index,ILCI)”中介变量与“技术理性三重性”概念,并基于青海省867份问卷、42个深度访谈及典型案例,采用结构方程模型(structural equation model,SEM)与中介效应检验开展实证研究。研究结果表明:技术理性通过ILCI中介影响策略协同性,中介效应占总效应62%(β=0.34,95% CI=[0.28,0.41]);技术理性工具性、制度性显著促进策略协同,文化性呈显著抑制作用,文化认知在技术理性与ILCI间起链式中介作用。提出的“技术-制度-文化”三位一体集成优化方案,可为高原多民族地区灾害治理提供理论与实践参考。
Abstract:
In order to address the structural mismatch between “standardized technical rationality” and the complex scenario of “high altitude,multi-ethnicity,and nomadic livelihoods” during flood season evacuation in eastern Qinghai-Xizang Plateau,and to improve the theoretical and practical system of disaster governance in multi-ethnic plateau regions,this study integrates risk society theory and multi-center governance theory to construct a “structure-mechanism-outcome” analytical framework.It proposes the mediating variable “institutional logic coupling index (ILCI)” and the concept of “tripartite nature of technical rationality.” Based on 867 questionnaires,42 in-depth interviews,and typical cases from Qinghai Province,an empirical study was conducted using structural equation modeling (SEM) and mediation effect testing.The results show that technical rationality influences strategy synergy through ILCI,with the mediating effect accounting for 62% of the total effect (β=0.34, 95% CI=[0.28, 0.41]).The instrumental and institutional aspects of technical rationality significantly promote strategy synergy,while cultural aspects have a significant inhibitory effect.Cultural cognition plays a chain-like mediating role between technical rationality and ILCI.Finally,the proposed integrated optimization scheme of “technology-system-culture” can provide theoretical support and operable practical path for disaster governance in plateau multi-ethnic areas,filling the research gap in technology governance in high-altitude multi-ethnic areas.
