摘要:
雄安新区的设立是千年大计、国家大事。雄安新区安全生产事业的长远发展,应运用最先进的理念进行顶层设计、科学谋划。在韧性、安全韧性城市概念的基础上,结合城市安全生产特点,提出城市安全生产韧性管理理论;基于城市公共安全三角形模型,构建以安全生产突发事件、作业场所承灾载体、安全生产韧性管理为3条边的城市安全生产韧性模型;同时,结合国内外城市韧性安全生产规划先进经验和雄安新区规划纲要,探索安全生产韧性管理理论在雄安新区“规划—建设—运行”不同阶段中的应用与实践,以期为安全韧性雄安的构建提供借鉴。
Abstract:
The establishment of Xiongan New Area is a millennium plan and the national significance. The longterm development of work safety in Xiongan New Area should be applied with the most advanced concept for toplevel design and scientific planning. In this paper, combined with the concepts of resilience & safety resilient city and the characteristics of urban work safety, the resilient management theory of urban work safety is put forward. At the same time, the advanced experience of urban work safety resilient planning in China and abroad and the contents of Xiongan New Area Planning Outline is interpreted in detail. According to the actual situation of Xiongan, the application and practice of work safety resilient management theory is explored in different stages of planning, construction and operation in Xiongan, which can provide some references for the construction of safety & resilience in Xiongan New Area.
