摘要:
为解决安全生产理论与实践中基本概念不统一导致双重预防机制不完善、安全管理针对性不强的问题,在理论研究与生产经营单位试点的基础上,首先明晰了危险有害因素、事故隐患、危险源、安全生产风险等基本概念的内涵,分析了危险有害因素与事故隐患、危险源的关系,将危险有害因素划分为固有危险有害因素和派生危险有害因素两类,明确了事故隐患就是派生危险有害因素,结合固有危险有害因素重新定义了危险源。其次,在概念辨析的基础上,完善了风险分级管控体系和隐患排查治理体系。最后,提出开展安全生产风险辨识标准化数字化体系建设等4条对策建议。
Abstract:
In order to solve the problem that the basic concepts in work safety theory and practice have been not unified, which leads to the imperfect double prevention mechanism and weak pertinence of safety management, firstly, the connotations of basic concepts, such as dangerous and harmful factors, accident potential, danger source and work safety risk etc., were made clear based on the theoretical research and pilot in production and business units. The relationship between dangerous and harmful factors and accident potential, danger source was analyzed, and the dangerous and harmful factors were divided into two types, including inherent and derivative. It was cleared that the accident potential is the derivative dangerous and harmful factor, and the danger source was redefined combined with the inherent dangerous and harmful factors. Senondly, the risk grading management and control system and the potential safety hazard investigation and control system were improved on the basis of concept discrimination. Finally, four countermeasures and suggestions were put forward, such as carrying out the standardization and digitization system construction of work safety risk identification.
