摘要:
探明企业突发事件应急能力形成机理是加强应急能力建设的基础研究。从全面应急管理的视角出发,首先分析了企业突发事件应急能力具有的综合性特征,其次通过界定企业应急能力的形成要素,分析了要素间的相互影响关系,以及要素向单项应急能力的转化过程;然后解释了全时间序列中各阶段应急能力在应急管理活动规律下的链式累加原理,以及全方位中各子系统应急能力在应急管理系统运行机制作用下的网状集合原理,最终阐明了企业突发事件应急能力形成机理。
Abstract:
Analyzing the formation mechanism of emergency response capability in enterprise is the fundamental study for strengthening emergency response capability construction. From the point of overall emergency management, the comprehensiveness characteristic of emergency response capability in enterprise was analyzed. By defining the formation elements of emergency response capability in enterprise, the interaction relationship among the elements and the transformation process from element to single emergency response capability were analyzed. Then the chain accumulation principle of emergency response capability under the activity rules of emergency management in each stage of the whole time series was explained, as well as the network assembly principle of emergency response capability for each sub-system of full range under the action of operation mechanism about emergency management system. Finally, the formation mechanism of emergency response capability in enterprise was illustrated.
