摘要:
HSE管理体系在国内外企业中得到了广泛应用，对企业提高安全、环保水平起到了很好的作用。但是，在核电工程项目中的应用时间尚短，在HSE管理体系建设运行中仍然存在着一些对HSE概念认识不清、工作重点把握不准和运行不顺畅等问题，对HSE管理体系的持续改进形成了制约。结合HSE管理体系在CAP1400核电项目建设中的应用实践，对HSE管理体系建设和运行过程中存在的有关问题进行了研究，并提出了改进措施，以不断改进和完善适用于CAP1400核电工程项目全厂总承包管理模式下的HSE运行体系和管理模式，将HSE管理有效的渗透到设计、施工、质量等各个环节，为CAP1400核电工程项目施工全过程保驾护航。
Abstract:
HSE management system has been widely used in domestic and foreign enterprises and has played a good role in improving the level of safety and environmental protection. However, the implementation in the nuclear power project is still short, there are still some problems such as misunderstanding of the concept, without grasping the point and poor operation during the construction and operation of HSE management system, and constrain the continuous improvement of HSE management system. In this paper, according to the implementation of HSE management system in CAP1400 nuclear power project, the construction and operation process of HSE management system were studied and the measures were raised for continuous improvement and perfection of HSE system and management mode applied to CAP1400 nuclear power projects. It can make the effective HSE management penetrated into all aspects of the design, construction, quality to guarantee the safety of whole construction process.
