摘要:
目前大多数企业依据国家、行业以及地方政府的要求，分别开展企业安全生产标准化和安全文化建设工作。两项工作分别开展，固然有利于工作的针对性和专注性，但由于忽视了两项工作之间的内在联系，使得在实际操作中缺乏科学合理的统筹安排，要么仅仅流于形式，要么造成时间、精力、物力、财力上的浪费，达不到应有成效。如果将两项工作结合在一起实施，不仅符合系统安全管理的规律，而且可以起到相互促进的作用。通过分析两项工作的一般流程和内容，提出二者结合的实施模式，试图为企业安全生产标准化和安全文化建设的实施提供参考。
Abstract:
At present, most enterprises’ action of safety standardization construction and safety culture construction is based on the requirements of the country, the industry, or the local government, and the two construction work are carries out apart. It is good for enterprises to be concentrated on doing one work once a time, but it ignores the internal relationship between them, and it is also a waste of time and energy and money during the actual operation, and a lack of scientific and reasonable arrangements. And still worse, in all probability the two work wouldn’t done well both and become a mere formality thing. If enterprise safety standardization and safety culture are constructed in the same time, it would not only achieved maximum results with little effort according to the law of systematic safety, but also could make the two work provide promotion to each other. This paper analyzed the general process and the content of construction of safety standardization and safety culture, and put forward an implementation model of safety culture construction combining with safety standardization construction, drew the combination process with Visio, and took an enterprise of tobacco industry for example, tried to offer some reference for enterprises to doing the work of construction of safety standardization and safety culture.
