摘要:
基于公共安全理论,参考公共应急能力评估体系,借鉴石化行业化工园区应急救援及EMRC体系的研究,编制了针对石油化工行业的应急能力评估体系,包括5个一级指标,23个二级指标,16个三级指标,并举例应用。应急能力等级的确定过程主要分为三个步骤,首先取得三级指标的初始数据;第二,采用AHP方法确定各级指标的权重,利用模糊综合评价法确定分级指标数值;第三,采用可拓优度评价法对一级指标进行综合评判,确定应急能力水平的等级。
Abstract:
In this paper, drawing on the research of chemical industry park emergency rescue system and EMRC system, the emergency response capability assessment system for the petrochemical industry, including 5 first indicators, 23 secondary indicators, 16 three indicators, was founded based on public safety theory, and referring to the public emergency response capability assessment system. An example was put in practice. The process of determining the level of emergency response capacity can be divided into three steps. Firstly, initial data of three indicators should be obtained; secondly, the AHP method was used to determine the weight of indicators at all levels, and the fuzzy comprehensive evaluation method was applied to determine the classification target value; thirdly, the extension goodness evaluation method was applied to make a comprehensive evaluation for first indicators, then determine the level of emergency response capability.
