摘要:
目前,我国城市基层政府借助现代信息技术,探索采用的常态化运行管理(如网格化管理)在城市安全运行监督、社会管理、公共服务等方面表现出其特有的优势,但因其自身侧重于常态化,与非常态化应急管理之间存在转换流程,使得区级政府管理在诸多方面效率不高,甚至“失效”。以北京市海淀区为例,探讨了在城市运行与应急管理一体化模式方面取得的经验,最后给出了一些建议,以期为国内其他地区提供借鉴。
Abstract:
At present, modern information technology (e.g. Grid management) has shown its unique advantage in city safety supervision and management, community management and public service, et al., however, because of its focus on the normal stage of community, there are conversion processes between the normal management and emergency management. Thus, its efficiency is not high in many aspects of the districtlevel government management, and sometimes even “failure”. In this paper, we take Beijing Haidian district as an example to illustrate the experiences of the integration model of the city operation and emergency management, and give some advice, which may provide some helps for other regions.
