摘要:
在分析安全法规符合性评估现状和存在问题的基础上,提出基于Web的安全法规符合性评估系统的技术框架。通过将辨识的安全法规按要素分类、给出量化评估指标体系,构建基于web的安全法规符合性评估系统,实现法规数据库检索、指标体系的计算机辅助定量评估、多人联评、移动终端现场评估、自动生成报告等功能。并以某测井企业为例, 开发了安全法规符合性评估系统并已投入使用。应用结果表明,基于web的设计和移动终端的应用使得该系统表现出较好的现场应用性,该系统可提高企业安全法规符合性评估效率,是提高企业安全生产保障能力及满足政府监管要求的有效途径。
Abstract:
Considering the current situation and its inefficiency in evaluation of the safety regulations conformity level in enterprises, a safety regulation conformity assessment system based on the web technology was proposed. Safety regulations searching, quantitative assessment of each index, support of simultaneously assessment for several indices and automatically report generation were the basic functions of the system. According to this requirments, safety regulations should be identified and classified according to assessment indices. Quantitative assessment standards should be synthesized into the assessment system. Evaluators could make a computeraided contrast between the regulation requirments and enterprise status, and then give the evalutation scores automatically or manully. The system can finally generate an assessment report according to the evaluators’ scoring. Based on this method, an assessment system for a professional logging enterprise was developed and put into practice. The application results demonstrated that the system could extend its field of application immensely since it is designed based on web technology. For example, implementation of mobile terminals like PDA, tablet PC and smartphones could enhance the assessment efficiency in the fields. This system can effectively assess the safety regulations compliance level in enterprises, and it can help enterprises to fulfill the legal responsbilities and improve the support capability in work safety.
