摘要:
随着城市现代化建设的发展,火灾及其他各种社会灾害时有发生,消防部队在处置城市相关灾害、执行灭火与应急救援工作中发挥越来越重要的作用。由此发展起来的消防安全已经成为城市安全的重要因素。建立消防安全评价体系对于加强城市安全至关重要,对促进社会和谐发展具有重大意义。本文分析了影响火灾的主要因素,讨论了消防站的布局问题,分析了多种形式消防队伍建设、消防供水、消防通信指挥系统、消防车道、消防指挥员和消防兵素质、消防装备以及训练效益等方面对灭火救援的影响,从而建立起了一个城市灭火救援能力评价体系,为提高消防部队更好的服务现代化建设提供重要依据。可以预计,该评价体系对于城市消防管理具有实用价值和参考意义。
Abstract:
With the development of urban modernization development, fire and other social disasters frequently occurred. And fire fighting forces are playing an ever more important role in those disaster disposals, specifically in fire fighting and emergency rescue works. Thus so-developed fire safety has been an essential factor in urban safety. To establish the fire safety evaluation system is essential to strengthen urban safety and has great significance to promote social harmony. In this article, the main influence factors of fire risk were analyzed, and some factors which mainly influenced the fire fighting were also discussed and analyzed, including fire station layout problem, various forms of fire brigade construction, fire water supply, fire communication and command system, fire-fighting passageway, qualities of fire commanders and firemen, fire equipments and training efficiencies. Thus an urban fire fighting and emergency rescue operation evaluation system has been established, which can be of great help for fire fighting forces to serve the modernization construction. It can be predicted that this evaluation system can be of great practical value and reference meaning to urban fire management.
