摘要:
为了更好地提升体育馆在灾时的应急效率及服务能力,对城市体育馆的应急避难服务能力进行评价,并基于系统管理视角从工作人员素质、设备设施配置、支撑结构功能、应急响应能力4个方面建立包含19个特定指标的城市体育馆应急避难服务能力评价体系。对北京市中心城区4座区级体育馆进行实地调研,凭借建立的指标体系利用FAHP法进行避难服务能力评价,发现4座体育馆整体水平均处于合格水平以上,但通过对比总结分析发现,4座体育馆在志愿者队伍建设、应急标识系统、应急避难响应能力3个指标上存在共性问题,研究结果可为今后改善体育馆避难能力提供借鉴意义。
Abstract:
In order to better improve the emergency efficiency and service capacity of the gymnasium during the disaster,the emergency sheltering service capacity of urban gymnasium was evaluated,and an evaluation system for emergency sheltering service capacity of urban gymnasium containing 19 specific indexes was established from four aspects of staff quality,equipment and facilities configuration,supporting structure function and emergency response capability based on the system management perspective.The field survey was carried out on four districtlevel gymnasiums in the central urban area of Beijing,and the evaluation of sheltering service capacity was conducted by using FAHP method based on the established index system.The results showed that the overall level of the four gymnasiums was above the qualified level,but through the comparison and summary analysis,the four gymnasiums had certain common problems in three indexes of imperfect construction of volunteer team,imperfect emergency identification system and insufficient emergency sheltering response capability.It can provide reference for the future improvement of gymnasium for sheltering.
