摘要:
水安全在雄安新区具有重要战略地位和作用,为科学构建与新区发展定位和目标相匹配的水安全治理体系,结合雄安新区水安全现状和水安全保障需求,在明确界定水安全治理内涵基础上,从6个方面系统提出新区水安全治理重点领域与关键举措:坚持调水与节水并重,构建供给可靠、利用高效的水资源保障体系;坚持减排与治污并重,建立涵盖源头减污-处理回用-末端治理全过程的水环境治理体系;坚持生态与活水并重,构建以良好水生态系统为基石的新区生态景观格局;坚持城镇布局与防洪排涝并重,打造以河道堤防为基础、大型水库为骨干、蓄滞洪区为依托的防洪排涝工程体系;坚持制度创新与能力建设并重,建立健全水安全治理的内生动力机制;坚持顶层设计与持续升级并重,在保持水安全治理连续性的同时,不断提档升级。
Abstract:
Water safety plays an important strategic role in Xiongan New Area.In order to scientifically construct a water safety governance system matching the development orientation and objectives of Xiongan New Area, this paper combines the current situation and the demand of water safety, while on the basis of clearly defining the connotation of water safety governance, and finally proposes the key areas and key measures of water safety governance from six aspects: attach importance to both water transfer and water conservation, to build a reliable and efficient water resources guarantee system; attach importance to both emission reduction and pollution control, to establish a water environment governance system including the whole process of source pollution reduction, intermediate processing reuse and end treatment; attach importance to both ecological environment and water flow, to construct a new ecological landscape pattern based on a good aquatic ecosystem; attach importance to both urban layout and flood control and drainage, to build a flood control and drainage engineering system based on river dikes,large reservoirs and flood storage and detention areas;attach importance to both institutional innovation and capacity building, to establish and improve the endogenous driving mechanism for water safety governance; attach importance to both toplevel design and continuous upgrading, to keep the continuity of water safety governance while continuously upgrading.
