摘要:
近些年，危险品航空运输量逐年递增，进而出现诸多危险品航空运输违规行为，而相关违规行为之间的关系分析具有重要的理论与现实意义。为了探究危险品航空运输违规行为间存在的关系，通过以危险品航空运输链所涉及的3类主体人员：托运人及其代理人、销售代理人及地面服务代理人、运营人为划分标准，对2012—2016年出现的危险品航空运输违规行为进行分类分析。根据12份专家调研报告，采用社会网络分析法（SNA）构建危险品航空运输违规行为间的关系网络模型，经过对关键违规行为的连锁反应分析，得到导致连锁反应发生的重要违规行为：“未按规定收运危险品”、“未按规定对危险品进行包装”、“未正确加标记、贴标签”，研究结果可为危险品航空运输风险管控提供参考和借鉴。
Abstract:
In recent years, the air traffic volume of dangerous goods has been increasing year by year, thus lots of violation behavior in the air transportation of dangerous goods have appear, so the analysis on the relationship between the relevant violation behavior has the important theoretical and practical significance. In order to explore the relationship between the violation behavior in the air transport of dangerous goods, the violation behavior in the air transportation of dangerous goods from 2012 to 2016 were classified and analyzed by taking the three types of main body involved in the air transportation chain of dangerous goods as the division standards, including the shippers and their agents, the sales agents and ground service agents, and the operators. According to the investigation reports of 12 experts, the relational network model of the violation behavior in the air transportation of dangerous goods was established by using the social network analysis (SNA) method. Through the chain reaction analysis of the key violation behavior, the important violation behavior causing the occurrence of chain reaction were obtained, such as collecting and transporting the dangerous goods without according to the stipulations, packaging the dangerous goods without according to the stipulations, and marking and labeling incorrectly. The results can provide the reference for the risk management and control on the air transportation of dangerous goods.
