总结和掌握民用直升机事故致因的规律,以及各致因与致命事故的关联性,从而提出预防民用直升机事故的有效措施。运用人因因素分析分类系统(HFACS)对2006-2011年美国安全运输委员会数据库记录的717例民用直升机事故,进行分析和研究。 结果表明,导致民用直升机事故的致因主要有技术差错、物理环境、违规、决策差错和知觉差错,导致事故的百分比分别为63.04%、46.16%、37.23%、22.17%和19.24%。物理环境包含的“不适宜的飞行天气”与致死事故的关联性是非致死事故的近5倍,“不安全行为”所属的违规也达到2倍多。增加民用直升机驾驶员的训练,提高驾驶熟练度,有助于降低飞行事故的发生。降低和预防飞行员的违规行为,在飞行前获得正确的天气指令以及飞行中随时关注天气变化,有助于降低民用直升机致命事故的发生。
Abstract:
In order to summarize and understand the causation laws of civil helicopter accidents, as well as the correlation between each causation and fatal accidents, thereby propose the effective measures to prevent civil helicopter accidents, 717 cases of civil helicopter accidents recorded in database of American National Transportation Safety Board (NTSB) from 2006 to 2011 were analyzed and studied by using the Human Factors Analysis and Classification System (HFACS). The results showed that the main causation of civil helicopter accidents include the technical error, physical environment, violation, decision error and perception error, and the percentage of these errors were 63.04%、46.16%、37.23%、22.17% and 19.24%, respectively. The correlation between the "unsuitable flying weather" included in physical environment and the fatal accidents was approximately 5 times than that with non-fatal accidents, followed by "unsafe behavior" included in violation that was more than 2 times. Increasing the training of civil helicopter pilots and improving the operating proficiency will facilitate to reduce the occurrence of civil helicopter accidents. Reducing and preventing the violation behavior of pilots, obtaining correct weather directive before flying, and concerning the weather change during all the time of flying will facilitate to reduce the occurrence of civil helicopter fatal accidents.
