摘要:
为揭示空中交通管制员胜任力结构及其元素对体系的影响关系,首先通过问卷分析建立管制员胜任力模型,然后结合三角模糊数、决策试验与评价实验室法构建胜任力影响关系图以分析各元素间的影响关系,最后模拟胜任力元素对体系的影响关系。结果表明:胜任力模型由元胜任力、社会胜任力、认知胜任力、职能胜任力构成,共15项指标;元胜任力影响社会胜任力与认知胜任力,这三者又共同影响职能胜任力,社会胜任力对认知胜任力也具有一定影响;按对胜任力体系影响大小排列依次为元胜任力、认知胜任力、社会胜任力、职能胜任力;按变化的难易程度排列依次为元胜任力、社会胜任力、认知胜任力、职能胜任力。管制员胜任力模型及其影响关系能为管制员安全管理中的人员资质能力建设提供一定的参考。
Abstract:
The aim of this study is to reveal the structure of competency and the influence relationship of its elements on the system for air traffic controller. Firstly, a competency model of controller was built through questionnaire analysis. Then, the influence relationship diagram of competency was constructed by combined method of triangle fuzzy number and decision making trial and evaluation laboratory method, so as to analyze the influence relationship among the elements. Finally, the influence relationship of competency elements on the system was simulated. The resulted showed that the competency model consists of meta-competency, social competency, cognitive competency and functional competency, with a total of 15 indexes. The meta-competency influences the social competency and cognitive competency, and the three competency also influence the functional competency together. In addition, the social competency has also effect on cognitive competency. According to the influencing level on the competency system, the sequence is meta-competency, cognitive competency, social competency and functional competency in descending order. According to the difficult degree of changing, the sequence is meta-competency, social competency, cognitive competency and functional competency. It can provide some reference in view to the establishment of personal qualification ability for air traffic controller in safety management.
