科学地衡量化工企业应急管理水平,一直是各级安全生产监管部门和各化工企业管理者当前高度重视与关注的热点。在借鉴相关研究成果的基础上,结合石化行业的特点,从事前预防、应急准备、应急响应,应急恢复四个方面建立了化工企业应急管理能力的评估指标体系,考虑到以往指标权重确定的不足之处,建立了基于组合赋权-VIKOR法的化工企业应急管理能力评估模型,并运用该模型对多个化工企业的应急管理能力进行了综合评价。结果表明,该模型可得出化工企业应急管理能力的强弱排名,评价结果与企业实际情况相符
Abstract:
Measuring the emergency management level of chemical enterprises scientifically is always focused and highlighted by safety supervision departments and managers of chemical enterprises. In combination with the characteristics of petrochemical industries and relative research achievements, an evaluation index system of emergency management capacity in chemical enterprises was constructed from four aspects including beforehand prevention, emergency preparedness, emergency response and emergency recovery. Considering the deficiencies in previous determination of index weight, an evaluation model of emergency management capacity in chemical enterprises based on combination weighting-VIKOR method was established, and the model was applied to synthetically evaluate the emergency management capacity of multiple chemical enterprises. The results showed that the model can present the ranking of emergency management capacity in chemical enterprises, and the evaluation results were consistent with the actual situations of the enterprises.
