摘要:
城市生命线系统各行业之间相互影响显著,采用指数法反映其整体运行状态具有重要意义。将城市生命线系统内部及与外部环境之间的相互影响划分为四种类型:输入-输出关联、结构关联、依赖关联、需求性关联。将系统运行归纳为充足、安全、优质三个方面特征,提出“监测点-行业-系统”的指数计算过程。采用标准值、纵向比较、横向比较等方法确定监测点指标评判标准,并以燃气为例进行了监测点状态计算。依据监测点之间关联程度,分别采用加权平均法、极值法、累积法计算行业充足、安全、优质指数。根据行业之间的关联程度和专家经验确定各行业权重,并以某城市为例给出了各行业的权重系数,经加权计算得到城市生命线运行指数。
Abstract:
There is remarkable interaction among the industries of urban lifeline system, so it is important to reflect the overall operation state of urban lifeline system by using the index method. The interaction between the internal and external environment of urban lifeline system was divided into four types: input-output association, structural association, reliant association and demand association. The system operation was concluded as three aspects of characteristics: sufficiency, safety and high quality, and the calculation process of index was proposed from monitoring point-industry-system. The evaluation standards of monitoring point indexes were determined by the methods of standard value, longitudinal comparison and transverse comparison, and the calculation on the state of monitoring points was conducted by taking the gas as example. According to the association degree of monitoring points, the sufficiency, safety and high quality indexes of industry were calculated by the weighted average method, extreme value method and cumulative method respectively. The weights of each industry were determined according to the association degree of industries and expert experiences, and by taking a certain city as example, the weight coefficients of each industry were given, then the operation index of urban lifeline was obtained through the weighted calculation.
