摘要:
调研分析了应急产业有关定义，明确了应急产业的范围；从产业内容、产业发展阶段等角度，分析了应急产业的特点；基于自组织理论和新古典经济理论，结合应急产业特点，建立了应急产业发展动力机制“内切圆”模型。模型中，应急产业的发展动力机制系统包括产业成长的外部动力因素和内部动力因素，其中，外部动力因素包括有市场需求、技术创新、产业政策、产业投资等，内部动力因素包括应急产业内相关企业间的竞争与协作、针对市场失效的产业政策。内部动力因素和外部动力因素之间存在着相互作用，在一定的条件下，外部动力可以与内部动力相互转化。内部和外部动力因素的综合作用，推动应急产业不断发展。
Abstract:
Some conceptions related to emergency industry were investigated. From the view of emergency management, the definition of emergency industry was analyzed and the scope was cleared. From the view of industry development phase and content of industry, the features of emergency industry were analyzed. Combining with the characteristics of emergency industry, based on the self-organization theory and the Neo-classical Economics theory, an "inscribed circle" model for development dynamic mechanism of emergency industry was established. In this model, the dynamic mechanism system of emergency industry development includes exogenous dynamic factors and endogenous dynamic factors, the exogenous factors include market demand, technological innovation, industrial policy and industrial investment, and the endogenous factors include the competition and cooperation between enterprises, and industrial policy aiming at market failure. There is interaction between the endogenous dynamic factors and the exogenous dynamic factors. Under certain conditions, the endogenous dynamic factors and exogenous dynamic factors can be transformed into each other. The comprehensive effect of endogenous and exogenous dynamic factors promotes the continuous development of emergency industry.
