摘要:
为了满足应急物资全过程管理需求,便于国家信息平台数据共享,进行应急物资管理平台综合标准化研究,对提高突发事件的应急处置具有重要意义。采用综合标准化的思想和方法,确立了提升应急物资保障能力这一总目标,通过对应急物资管理平台分析,提出用户信息、物资信息和平台业务三个相关要素,并进行目标分解,建立应急物资管理平台标准综合体。结果表明:通过对应急物资管理平台标准综合体的试点应用,其发挥了准确、高效的特性,使之与应急物资管理平台相结合,极大提升了应急物资的管理能力。同时,及时补充、完善和修订标准综合体,建立统一的应急物资储备数据库,使其逐步规范化、科学化和系统化。
Abstract:
In order to meet the requirements of whole process management on emergency materials and facilitate data sharing of the national information platform, the study on complex standardization of management platform for emergency materials has important significance to promote sustainable development of emergency disposal. By applying the ideas and methods of complex standardization, the total target to improve support ability of emergency materials was established. On basis of the analysis on management platform for emergency materials, three related elements including users information, materials information and platform business were put forward, and the target was decomposed, then the standard-complex of management platform for emergency materials was built. The results showed that the standard-complex of management platform for emergency materials played the characteristics of precise and high efficiency. It greatly improved the management ability of emergency materials with the combination of management platform for emergency materials. Besides, the standard-complex should be supplied, improved and revised timely, so as to establish a unified reserves database of emergency materials and make the management platform for emergency materials be more normal, scientific and systematical gradually.
