摘要:
针对水电工程施工作业安全管理水平评价问题,根据水电工程施工作业特征,运用集对分析理论,提出水电工程施工作业安全管理能力集对分析与评价方法。首先,界定施工作业安全管理能力的概念和内涵,建立水电工程施工作业安全管理能力评价指标体系;其次,综合考虑安全管理能力的模糊性和不确定性,定量刻画与计算集对分析联系度,构建水电工程施工作业安全管理能力同异反综合评价模型;最后,通过一个工程实例分析,验证了该方法的可行性与有效性。研究结果表明:集对分析能够辩证考虑施工作业安全系统中的确定和不确定因素,评价结果较客观地反映施工作业安全管理能力水平与发展趋势,为分析与评价施工作业安全管理能力提供了一个新思路。
Abstract:
For assessment of safety management level, a set pair analysis and assessment method of safety management ability was proposed with the theory of set pair analysis according to the characteristics in construction operation of hydropower project. First of all, the concept and connotation of safety management ability were defined, and a corresponding evaluation index system was established. Secondly, the obscure and uncertainty of safety management ability were considered to calculate the connection degree of set pair analysis and to build a same-indefinite-contrary comprehensive assessment model. Finally, the feasibility and validity of this approach were illustrated by an engineering example. The results showed that the presented set pair approach considers the coexistence of certainty and uncertainty in the construction safety system, and the evaluation results reflects the level and development tendency of safety management ability.The research will also provide a new idea for analysis and assessment on safety management ability of construction operation.
