摘要:
以事故致因理论为基础,提出建筑业事故隐患的定义,并进一步界定实物隐患和行为隐患,着重强调了管理行为和个人行为对建筑业事故的影响。在此基础之上,对建筑业重大事故隐患进行界定,分别从企业管理行为、项目管理行为和个人作业行为强调重大行为隐患。通过列出重大行为隐患清单、案例分析和绘制重大行为隐患树,体现出行为隐患之间的影响关系。最后,通过建立事故隐患排查体系,明确了隐患排查的主体及其相关责任,以便提高隐患排查的效率。
Abstract:
Based on the accident-causing theories, the definition of accident potential in building construction was put forward, which included physical accident potential and behavior accident potential, with laying particular stress on the influence of management behaviors and individual behaviors on accidents. In addition, major accident potential was also defined, and major behavior accident potential were identified from three aspects namely enterprise management behavior, project management behavior, and individual behavior. Furthermore, the list of major behavior accident potential in building construction was set up, and construction accidents cases were studied to test and verify the comprehensiveness and accuracy of the list. Finally, through the establishment of an accident potential inspection system, the main body and related responsibility of accident potential inspecting were determined, which can improve the efficiency of accident potential inspecting.
