摘要:
统计了2011年1月~2013年12月我国发生的569起危险化学品事故,从危险化学品事故的发生时间、发生地点、事故物理表象、危险化学品类型、发生的环节及原因等方面进行了统计分析。结果表明:4~8月份是危险化学品事故多发月份;浙江、江苏、山东、湖北、四川等省份为危险化学品事故高发省份; 生产和运输环节是危险化学品事故发生的最主要环节;在生产环节,10:00~12:00及17:00~18:00是事故高发的时间段,其中爆炸是事故最多的类型,而机械的不安全状态及人为因素是事故发生的最主要因素;对于运输环节,1:00~12:00是事故的高发时段,泄漏是事故发生最多的类型。最后,基于统计结果提出进一步减少我国危险化学品事故的相关对策建议。
Abstract:
Based on 569 accidents of hazardous chemicals accidents happened in China during 20112013, the reasons, characteristics and laws of those accidents were statistically analyzed on aspects including occurring time, occurring location, physical appearance, hazardous chemicals categories and occurring stage etc. The results showed that for hazardous chemicals accidents, the prone months are from April to August; more accidents happened in provinces with the dominant petrochemical industries, such as Zhejiang, Jiangsu, Shandong, Hubei, and Sichuan; production and transportation are the main stages of the accidents. At production stage, 10:0012:00 and 17:0018:00 are the period of time which has high frequency of accident, the main type of accident is explosion accident, and the important causes leading to the accidents are defects of equipment and human factors. At transportation stage, the high frequency accident happens at the period of 1:0012:00; leakage accident occurs more easily than any other types in this stage. Based on the statistic analysis, some corresponding countermeasures for reducing the number of hazardous material accidents were proposed.
