摘要:
为了更好对航运公司安全管理工作摸底排查,采取针对性措施监管航运公司安全营运,需要对安全管理能力进行分类分级评价。基于表征航运公司安全管理能力的分级指标体系,建立安全管理能力分级评价模型。基于熵权和变异系数法的赋权方法,利用α系数检验两种客观赋权法的信度,提出聚合权重并建立安全管理能力的物元分级模型。利用多家航运公司数据确定分级指标的权重,对典型公司分级和评分。结果表明,提出的模型能合理反映各公司的安全管理能力,并有利于主管机关进行分类管理,采取针对性措施提高监管效率改善公司安全管理能力。
Abstract:
In order to sort out safety management work of shipping company thoroughly, and adopt specific measures to administrate safety operation of shipping company, the ranking evaluation of safety management capability should be carried out. Based on the characterization of ranking indexes system for safety management capability of shipping company, a ranking model was established. Based on entropy weight and coefficient of variation method, utilizing the αcoefficient, the reliability of the method was verified, the aggregation weights were proposed to determine the optimized values of weights, and a matterelement ranking model for safety management capability was structured. The ranking index weights from the data of shipping companies were used to rank typical companies. The results showed that the model demonstrated the level of safety management capability reasonably, and was advantageous to classified management for the administration, and implement corresponding measures to improve the efficiency of supervision and safety management capability of company.
