摘要:
我国石油石化行业的事故应急体制并不完善,在石油石化行业至今尚未见到应急物资调度决策支持系统的研究,管理者难以制定有效的决策来防止事故危害的蔓延。针对大型石油石化企业集团应急资源调度特点,分析了应急资源调度决策支持系统的基本设计要求,进而对系统的框架结构、业务流程和功能模块进行了全面分析和总体设计。旨在研究和探索石油石化企业应急资源调度决策支持技术,依托企业应急平台系统进一步丰富应急决策支持手段,提高应急资源调度效率和临机决策水平,从而全面提高石油石化企业突发事件应对能力。
Abstract:
Emergency response systems are not perfect at present in petroleum and petrochemical enterprises in China. There is little research on emergency resources dispatching and decision support system so far in this industry, it is difficult for managers to make effective decisions to contain spread of incidents. Therefore, according to the characteristics of emergency resources dispatching in large petroleum and petrochemical enterprises, the fundamental requirements in such system were analyzed, and an overall design for its frame structure, business process and function modules was proposed. The study aimed to research emergency resource dispatching and decision support technologies for petroleum and petrochemical industry. Relying on enterprise emergency response platform, it enriches methods for emergency response and decision support, and improves resources dispatching efficiency, and thus improved petroleum and petrochemical enterprises’ability to cope with emergencies and incidents.
