摘要:
我国的道路交通尚处于一个事故高发和不稳定阶段,全国道路客运安全状况仍然不容乐观。道路客运企业作为道路旅客运输中不可或缺的一环,提高其安全管理的有效性是实现道路客运安全的关键。以物理—事理—人理(WSR)方法论为指导,针对道路客运企业安全管理中物理、事理、人理的内涵界定,将管理要素进行层次划分,建立道路客运企业安全管理的三维指标体系,通过三个不同子体系的协调完善,达到总体系的最优状态。采用AHP方法,找出了道路客运企业安全管理的关键,构建了道路客运企业的安全管理框架体系,为道路客运企业提高安全管理水平,预防和减少交通事故提出新的思路。
Abstract:
The road traffic accident in China is still on a stage of frequent occurrence and high uncertainty. The safety status has not been optimized regarding national passenger ground transport. Passenger ground transport enterprises are playing an extremely important role on passenger ground transport. It is crucial to improve the effectiveness of their safety management in order to achieve the safety of passenger ground transport. Under the guidance of multirelationships of 3 elements: WuliShiliRenli (WSR) and regarding the internal definitions of above 3 elements during safety management of passenger ground transport enterprises, the management elements were classified and a 3dimension indicator system was established. By means of improving the coordination among 3 subsystems in each dimension, the system could be optimized to its best condition. The essence of safety management of passenger ground transport was abstracted relying on the method of AHP. The safety management framework system was built for passenger ground transport. A new idea was proposed with a purpose of upgrading safety management level for passenger ground transport enterprises so as to better prevent and reduce the ground traffic accidents.
